Good news: employees who worked in the state civil service full-time in 2020 and 2021 saw their average net salary increase by 1.5% in constant euros, reports INSEE on Thursday.

The index point which structures the remuneration of the public service will increase in July 2023 then in January 2024. Direct consequence for millions of agents, an increase of a few tens of euros of the gross monthly salary. In the meantime, how much does a civil servant, so often ridiculed for his supposedly advantageous working conditions, earn? In 2021, all statuses combined, the average net salary of the 2.2 million civil servants will increase slightly in constant euros.

In 2021, an employee of the state public service (FPE) receives an average of 2688 euros net per month in full-time equivalent (EQTP), writes to INSEE in a study devoted to the question and published this Thursday, June 29. This average takes into account all civil servants of ministries and public establishments, civil servants or not. In current euros, this average net salary increased by 1.8%. Given the upturn in inflation in 2021 (+1.6% after +0.5%), the average net salary in constant euros increased slightly (+0.2%) after a sharp rise in 2020 (+1.0 %).

A quarter bonus that drives up the salary of the A’s

Within the FPE, the average net salary of civil servants increased by 0.4% in constant euros. It increases for civil servants in category A (+0.5%) to 2,871 euros net per month, while it decreases for civil servants in categories B (-0.8%) – 2,586 euros monthly – and C (-0.3%) 2080euros per month, on average.

The increase for category A civil servants is notably linked to bonus payments specific to teachers. It should be noted that the gross salary of civil servants (3332 euros on average full-time) is broken down into two parts: the index salary (77% of the average gross salary) and bonuses and additional remuneration (23%). These do not count for retirement.

What salary in the ministers?

The average salary reaches 2737 euros net per month in the ministries in 2021 and 2528 euros in public administrative establishments (EPA). To explain this map, we must observe the differences in qualification structures and statuses, explains INSEE. For example, category A civil servants are, in proportion, twice as numerous in the ministries (56% of employees) than in the EPAs (28%). In 2021, in constant euros, the average net salary changes more favorably in ministers (+0.3%) than in EPAs (-0.2%).

These amounts have increased since the previous study, which focused on compensation for 2019.

Even if the gap drops very slightly (0.4 points), women are still less paid in the civil service, writes INSEE. Most of the difference in average salary in EQTP between women and men results from job differences. But equivalent position, they remain less paid by 2.9%, on average.

What salary in hospitals and local authorities?

According to the latest INSEE survey, published in September 2022, on compensation in the hospital public service, the average salary in 2020 of the 1.1 million agents was 2,463 euros net per month in full-time equivalent. An average that takes into account all employees of hospitals and public medical-social establishments, whether civil servants, contract workers or medical personnel.

As for the 1.9 million employees in the territorial public service, their average remuneration was 2019 euros net per month in full-time equivalent in 2020, according to the latest INSEE survey published last July.
