Presidential 2022: how Fabien Roussel intends to fight against violence against women

In 2021, 113 women died, killed by blows from their spouse or ex-spouse. How do you intend to facilitate the filing of complaints and encourage victims to speak?

It is urgent that French society make a radical and global political shift. I propose the vote of a framework law which will deal with this problem globally on the repressive level, as a preventive measure. Developed with the CNDF (Collective for Women’s Rights), the 2 parliamentary groups of my political party also tabled a bill to this effect in 2013. This framework law will have to be accompanied by a considerable increase in resources with 1 billion allocated to the specific fight against domestic violence, which will provide an adequate response to curb it. The reports of the associations are there, detailed, implacable, and I salute in particular the work of the Women’s Foundation, of Solidarités femmes, which have been fighting for so many years.
And as I said, I listen to the associations that have taken the time to discuss the program with us (the CNDF, the women’s foundation, dare feminism, the CIDFF federation, the Mouvement du nid, the Scelles Foundation, the Student Observatory against sexist and sexual violence… and so many others).
The #MeeToo movement must be able to be followed by up-to-date public policies and I am announcing it: I will set up specialized brigades and courts on issues of sexist and sexual violence because this requires time, training and specific skills. and reinforced.

The care of victims at the police station is complicated, painful and sometimes risky. How do you intend to facilitate their filing of complaints and improve the reception of victims?

It is essential to strengthen the training of police officers on the collection of these complaints, with the presence of a psychologist or a social worker.
We will also have to work on the question of taking charge of the perpetrators of violence. Those who are followed by the penitentiary services for integration and probation will be taken care of in specific places of accommodation and care because, let us remember, the law is the eviction of the violent spouse!
I repeat: each department will be, for this, equipped with a center of psycho-traumatology with a medico-judicial reception and a center of accommodation and social reintegration (CHRS) to welcome the victims and their children.

In 2020, one in five victims had already filed a complaint. How to better apply the law and avoid recidivism? Isn’t there a legal way to protect women victims of violence?

Sexist and sexual crimes will be dealt with by an assize court and not by a criminal court. No more correctionalization of crimes of rape, all because justice does not have sufficient means – it’s a shame!

Should a member of the government accused of sexual assault or violence be kept in office?

No, he will have to step back while justice works.
A sentence of ineligibility must be requested by the prosecution against elected officials convicted of sexist and/or sexual violence
As with incitement to racial hatred or financial embezzlement, no one should be able to stand for universal suffrage and exercise public office if he has flouted the principles enshrined in the Constitution and the law.

Sexual crimes: 1 in 2 women has already suffered sexual violence in France. How do you intend to fight against this?

Places of reception and advice for victims and co-victims of domestic and sexual violence will be opened at the level of municipalities, conurbations or departments. They will allow victims to know their rights, to be advised and oriented, to benefit from psychological support.

A third of women who had a first unwanted sexual intercourse were under 15 at the time of the incident. Is this minimum age of consent sufficient?

From now on the law is clear since it marks a prohibition without ambiguity and, above all, without having to question the alleged consent of the victim. No adult has the right to have sexual intercourse with a child: setting a threshold of 15 years, pushed back to 18 years for incest. This is a good thing, hence our support for this law, even if this threshold is accompanied, apart from incest, by a condition of age difference of 5 years which risks limiting the scope of this measure.

On incest, can the imprescriptibility of sexual crimes be included in the penal code?

Imprescriptibility applies to crimes against humanity. In order to respect the scale of penalties, we are not in favor of extending it to sexual crimes.

And how to promote the release of the words of the victims?

The fight against sexist and sexual violence is also the fight against violence suffered by children.
Child crime is a scourge. Every year, 165,000 minors suffer sexual violence in France. Public action will be fully mobilized in favor of prevention and action against sexual violence against minors. The means will be released to collect the words of the children, to instruct, judge and punish the paedocriminals. Mandatory alert procedures for professionals working with children will be put in place. Prevention actions will be organized for children, parents and educational staff. Here too, the care required by assaults and incest crimes will be covered at 100%, for as long as necessary.
