Faced with the lack of qualified professionals in nurseries, the government authorized the recruitment of unqualified staff on August 4th. A scandalous situation denounced by early childhood professionals.

From today, private and public crèches have the right to recruit non-qualified people to take care of young children. In fact, on August 4, the government published a ministerial decree to respond as quickly as possible shortage of early childhood professionals which affects the country, particularly in Ile-de-France. This text comes into force on August 31, 2022. Since the promulgation of this text, unqualified candidates can now be recruited, they then benefit from 120 hours of training in a crèche. But, and this makes you cringe, after 35 hours of training, they can already be in charge of a group of children, under the supervision of a qualified professional.

A ludicrous and scandalous situation for professionals in the sector, and in particular the National Federation of Early Childhood Educators (FNEJE). “This text officially endorses the idea that childcare, after all, is not that complicated since no training is required”strongly denounced the FNEJE in its communicated.

Qualifications that no longer have value

In France, at present, there would be a shortage of no less than 10,000 professionals. 48.6% of collective crèches report a lack of staff for children”and “8,908 positions with children have been vacant for at least three months”according to investigation of the National Family Allowance Fund (Cnaf), published in July. A shortage that does not date from today.

However, as the reforms progressed, professionals like Blandine Leroy, a member of the National Union of Early Childhood Professionals (SNPPE), noted with dismay that the qualifications required to recruit were lowered. “Observation is not enough. With this new decree, the FNEJE also denounces this point. “We go from 13 to 17 diplomas or professional certifications that can practice in the so-called 60% of qualified professionals! If the 1st qualification does not pose a problem since he quotes people holding the CAP AEPE, the others question, because these training courses have for the most part no connection with early childhood other than being training courses that allow you to work in the health, medico-social and educational sectors.

Hiring considered dangerous

In principle, for an establishment to be able to recruit a person without a diploma, it must be able to have the agreement and prove the context of the shortage to the Departmental Council. This is what the decree provides but in reality, the reality is different. “Who will have the time to check? Not the PMI services, that’s for sure since they don’t already have the means, unfortunately, to carry out their missions correctly”is indignant the FNEJE.

Furthermore, the context of candidate training also raises fears among professionals. “These persons (who are recruited without qualifications, editor’s note), for many far from employment and therefore in a fragile situation, will probably find themselves in teams in difficulty and exhausted by the lack of staff who will therefore not have the time to support them and which in addition it is not not the profession. Not putting the means into supporting these people means not only putting more teams in a situation of exhaustion but also defeating these people who will have difficult working conditions and who will not stay”, alerted the FNEJE.
