Lhe difficult choice that Valérie Pécresse and her regional majority must currently make concerning the possibility of increasing the Navigo pass by 15 euros once again raises the question of decentralization and the means given to local authorities to exercise the powers that the State entrusts them.

The present case is particularly eloquent since a competence, transport, has been entrusted to the local level, but the local elected representatives do not have the right to act in complete freedom to arbitrate and decide the way they wish exercise this skill. While Valérie Pécresse proposed a comprehensive financing plan to deal with the energy crisis without increasing tariffs, she was prevented from doing so by the central state, which prohibited her from raising funds.
