The insurance sticker is over

On July 17, 2023, Minister of the Interior Grald Darmanin announced the end of the insurance sticker. We will remove the green sticker. There will therefore no longer be an insurance sticker placed on your vehicle, announced the minister. A decision intended to simplify and modernize the administrative life of the French. Bad news for tenants

End clap for the rent shield. Introduced in the summer of 2022, this measure took the form of capping the increase in the rental reference index (IRL). Until March 31, 2024, an owner could therefore not increase his tenant’s rent by more than 3.5%.

The end of the rent shield does not, however, authorize a landlord to increase the rent as he sees fit. The latter can increase the rent once a year, the anniversary date of the lease or a date agreed between the owner and the tenant and must be mentioned in the contract. This revision cannot exceed the variation in the rent reference index published by INSEE each quarter and which corresponds to the average, over the last 12 months, of the evolution of consumer prices excluding tobacco and excluding rent.

According to the calculations of Boursier.comthe increase in the next IRL should be +4.10% or +4.20% on the basis of inflation which would continue to fall below 3% in February and March (the 10-month average from April 2023 to January 2024 is 4.4%).

An increase for RSA, AAH and other social benefits

Several social benefits paid by the CAF will be upgraded on April 1, the image of family allowances, the allowance for adults with disabilities (AAH), the Active Solidarity Income (RSA) or the activity bonus. The increase, announced last fall, will be 4.6%.

To determine the revaluation for April 2024, the calculation is based on the difference between the average inflation of February 2023 January 2024 and that of February 2022 January 2023, which results in 4.6%. For example, for a couple with two children earning less than 74,960 euros annually, family allowances will increase from 141.99 euros to 148.52 euros per month.

A single RSA beneficiary will see their monthly benefit increase from 607.75 euros to 635.71 euros. Please note that the annual revaluation program as of April 1, 2024 will be visible on the payments of your CAF or MSA from Monday, May 6, 2024.

Medicines that cost more

The project has been in the pipeline since the summer of 2023, it has been confirmed: the amounts of the deductibles and flat-rate contributions, these sums which remain your responsibility when you buy a medicine or consult a doctor, will double from April 1, 2024.

This means that the amount deducted from reimbursements will be greater. Thus, the medical exemption applies to medicines covered by Social Security will go from 50 cents currently to 1 euro per box. The deductible on medical transport will increase from 2 to 4 euros, and that on paramedical consultations will increase from 1 to 2 euros. From April 1, 2024, the amount of MaPrimeRnov’ for wood heating thus decreases by 30% for the most modest households, from 10,000 to 7,000 euros. For stoves (pellets or tarpaulins), the aid increases from 2500 to 1800 euros for the lowest-income households and from 2000 to 1500 euros for low-income households.

Agirc-Arrco retirement: disappearance of the penalty for all withdrawals

Penalty call, temporary reduction or more precisely lack of solidarity, this reduction in your supplementary pension applied if you leave at full rate and not at the legal age. Real estate credit: a new usury rate coming

6.01% for loans between 10 and 20 years, and 6.29% for loans over 20 years: here are the usury rates in force in the first quarter of 2024, i.e. until March 31. As a reminder, the wear rate is the maximum all-inclusive rate (including the credit rate but also borrower insurance and possible credit costs, Editor’s note) above which a bank cannot lend.

It is calculated by taking the average of the effective rates practiced by credit institutions over the last three months. This average is then increased by a third to obtain the wear rate. While property loan rates have been falling since the start of the year, the usury rate should therefore mathematically fall. The Banque de France will reveal the rate in force for the next quarter at the end of the month.

Start of technical inspection of two-wheelers

This is a measure that has been particularly criticized and postponed several times. Came into force in 1992 for cars, technical inspection will be compulsory from April 15, 2024 for all category L vehiclesi.e. 2 or 3 wheel vehicles (motorcycle, scooter) and quadricycles (quad, for example).

Finally, if your vehicle was registered after January 1, 2022, its first technical inspection must be carried out within 4 years and a half 5 years following its entry into circulation.

Kick-off of the 2023 income tax declaration

For zone 1, the deadline for online declaration on the Impots.gouv website or via the application is Thursday May 23, 2024. It applies to departments 1 to 19 and non-resident households.
