Inflation bonus, fuel check, overhaul of the income tax scale, abolition of the housing tax… For 2 years, the government has been multiplying measures to restore purchasing power to the French. But if the average standard of living increases at the rate of the reforms, the inequalities, they widen.
This Tuesday, November 22, Insee published a file in which the statistics office takes stock of the social and tax reforms implemented in 2020 and 2021. Verdict? These measures have made it possible to increase the disposable income of the French by 12.7 billion eurosthat is 1.1% of increase. In concrete terms, the average gain achieved 280 euros per year and per person, specifies INSEE, of which 240 euros for the measures of 2020 and 40 euros for those of 2021.

Strong disparities
However, behind this average there are significant disparities. In its study, INSEE distinguishes between two types of measures: measures taken, such as the reduction in income tax in 2020, the abolition of the housing tax, the revaluation of the minimum old age and the additional disability allowance (Asi). And the one-off measuressuch as the energy check and the inflation allowance.
However, the measures taken, which represent almost 90% of the total increase in household disposable income have more markedly benefited 50% wealthiest people, estimates INSEE. In detail, these devices would have allowed an increase in the standard of living of 470 euros on average for the wealthiest households, compared to only 90 euros for the 50% of the most modest French people.
In contrast, the one-off measurements only contributed height of 10% the rise in average household income. However, this aid has targeted more the most modest households. In 2020, the payment of exceptional solidarity aid (AES) and the increase in 100 euros of the back-to-school allowance (ARS) have, for example, mobilized 2.1 billion eurosof which four-fifths were distributed to 30% of the poorest people.
