Jean-Noël Barrot appointed Minister Delegate for the Digital Transition

The new government of Prime Minister Élisabeth Borne was announced on July 4, 2022. Jean-Noël Barrot has been appointed Minister Delegate for the Digital Transition and Telecommunications to Bruno Le Maire, who has been reappointed.

While the post of Minister of Digital remained vacant when the first government of Elisabeth Borne was announced, it is now filled. The ministerial reshuffle of this Monday, July 4 saw Jean-Noël Barrot, just re-elected deputy in the second district of Yvelines, appointed Minister Delegate in charge of the Digital Transition and Telecommunications.

Note that his predecessors were only Secretaries of State. The last Minister Delegate for Digital was Fleur Pellerin, from 2012 to 2014. Her title will notably allow her to systematically attend the Council of Ministers.

This 39-year-old MoDem deputy, close to François Bayrou, had been tipped for a long time to enter the government. Among his feats of arms, we find, among other things, several missions to the governments of Édouard Philippe and Jean Castex. More recently, Jean-Noël Barrot was in charge of corporate relations in Emmanuel Macron’s campaign.

The former vice-president of the finance committee of the National Assembly is a specialist in the fields of economics and finance – he is notably a graduate of the equivalent of a doctorate at HEC Paris. It is therefore not surprising that Jean Castex entrusted him with a mission aimed at supporting the end of the economic crisis linked to Covid-19 in January 2021. Nor is it surprising to see that his portfolio is attached to the Ministry of Economy and Finance of Bruno Le Maire.

It should be noted that politics is a family affair with the Barrots: Jean-Noël Barrot’s father and grandfather had already sat in the National Assembly before him. His father, Jacques Barrot, was even minister several times under Jacques Chirac and Valéry Giscard d’Estaing.

Among the missions awaiting the new minister, there are issues such as the regulation of major digital platforms.
