Ihe siege of Ukraine by the armies of Vladimir Putin draws attention, but Europe is not only challenged on its eastern flank. It is also dangerously exposed to the south. Russia, China and Turkey are advancing their pawns in Africa, taking advantage of American disinterest, the decline of French prestige and the European Union’s difficulty in establishing itself as a legitimate partner.
