The debate between Emmanuel Macron and Marine Le Pen on Wednesday ended on the institutions. The outgoing president regretted having “failed” on the constitutional revision. “I did not have the agreement” of the Senate, he recalled. He wants to create a commission to develop the democratic debate. “I want a trans-partisan commission that can propose things, express their feelings on the ways and means of managing our institutions,” he explained. He felt that the French wanted to be “actors of the changes that affect them” by changing the “method of exercising power”.

For the far-right candidate, her project revolves around two proposals: a proportional election in the legislative elections and the establishment of the citizens’ initiative referendum. “I want a democratic renaissance with a National Assembly that has more power and the implementation of the RIC. 500,000 French people can submit the repeal of a law or the proposal of a law” she proposed. She promised a constitutional revision justified by Article 11. “The only sovereign is the people, not the Constitutional Council,” she recalled.
