With the dissolution of the ad hoc crisis team in June 2020, responsibility for pandemic matters returned to the cantons. Then the extraordinary situation was lifted by the federal government and the Federal Council decided to switch to the special situation. With this change, the cantons were given back the task of fighting the pandemic.
As SRF writes, however, Marcel Salathé, professor of epidemiology at the ETH Lausanne, is convinced that the federalist way of coping with the pandemic is only of limited use. Especially in the current, fifth wave with the new omicron variant of the coronavirus, a much higher speed is required for important decisions.
“Huge chaos when it comes to coordination”
He sees many advantages in the crisis team, which brought together leaders from all departments, the cantons, as well as experts from science, business and civil society. The relevant parties within the staff met quickly and acted efficiently.
“The most convincing thing was the coordination and the coherent speed,” emphasizes Salathé. As an expert in digitization, Salathé was himself part of the crisis team and played a key role in the development of the Swiss Covid app. He assesses the current situation as problematic: “It seems as if there is a huge chaos in terms of coordination.”
Reactivation of the ad hoc crisis team not planned
The epidemiologist is therefore certain that the reinstatement of the ad hoc crisis team would make sense. This is how “the different participants from politics, science, business, the health system and the education system – everyone who is affected – come together”.
The reactivation of the crisis team is not planned, as the Federal Chancellery says. Crisis management is based on tried and tested structures. “If the situation so requires, the crisis organization can quickly adapt.”
