Mayotte: a mayor sentenced to 18 months suspended prison sentence and 10 years of ineligibility


The mayor of Chirongui, a commune in the south of Mayotte, was sentenced on Tuesday May 3 to 10 years of ineligibility, 18 months in prison suspended and 15,000 fine for embezzlement of public funds, illegal taking of interests and favoritism, and was immediately dismissed from his post.

The president of the court of Mayotte, Chantal Combo, has indeed pronounced, a rare occurrence, the provisional execution of the ineligibility of Andhanouni Saïd. “In theory he can no longer perform his duties as mayor since 8:00 this morning, the prefectural authority will be notified today“, specifies the prosecutor Yann Le Bris, who had requested this additional sentence. Andhanouni Saïd (LR), elected in 2020, is also prohibited from holding any public employment for 5 years.

Justice suspected him in particular of having paid with the budget of the municipality for two trips to mainland France and to Madagascar between September 2020 and the beginning of 2021, the professional usefulness of which could not be established. The travelers who accompanied him to mainland France were, for example, reimbursed by the municipality for plane tickets, when they had already been paid by the municipality, and hotel nights which were never paid for.

Andhanouni Saïd was also accused of having recruited relatives at the town hall, in particular his daughter, a saleswoman by profession, as an executive assistant, and a friend, aged 68, as a bodyguard. The elected official was also tried for various breaches of public procurement legislation, fraudulently attributed to supporters of his campaign. The various beneficiaries of this system, prosecuted for concealment, were sentenced to fines for a total amount of 140,000 euros, divided into fines and day-fines.
