The Elysée had briefly considered calling it the “Macron 2” law. Bercy speaks rather of “Pacte 2 law” – a terminology more associated with its minister, Bruno Le Maire, bearer of a first Pacte law in 2018. The wave of anger among farmers against the excess of standards at the start of the year gave a more political color to this simplification project, actually launched by Bercy a few weeks earlier. An extensive online consultation with business leaders, particularly smaller ones, made it possible to identify the most “irritating” and the “anger factors”, announced Bruno Le Maire to a few journalists on Tuesday April 23. “We were overwhelmed during public meetings”he says, claiming to want “revolutionize the relationship between administration and business”.

Around fifty measures came out. Some will feed a bill, examined in the Senate from June 3, which, the number two in the government wants to believe, can be the subject of a majority in the National Assembly. Others, focused on individuals, were simultaneously announced by Gabriel Attal on Tuesday April 23: automatic payment of school grants, possibility of making a proxy online for elections, opening of three hundred France Services houses, increased use of artificial intelligence (AI) in relations with the administration.

“Let’s dare to put AI at the service of the French. Let’s debureaucratize the administration and simplify daily life », said the Prime Minister. A correspondent within each ministry will also be responsible for identifying each year what can be simplified and possibly be the subject of a text as part of a “simplification spring”.

The pay slip reduced “from 55 to 15 lines”

Some of the provisions for businesses are already known: elimination of all Cerfa forms by 2030, halving of the commercial code and simplification, “as Robert Badinter did with the civil code”, specified Bruno Le Maire, of the salary slip brought back “from 55 to 15 lines” by 2027, reduction in deadlines for mining research permits, exemption for industrial projects from the zero net artificialization system, which aims to limit the decline of natural, agricultural and forest areas.
