MEPs adopt the governance reform desired by Emmanuel Macron

The deputies adopted, on the night of Wednesday 8 to Thursday 9 December, the reform of the governance of the Aix-Marseille-Provence Metropolis (AMP) wanted by the President of the Republic, Emmanuel Macron, as part of the plan called ” Marseille in a big way ”. The government passed this long-awaited reform through an amendment adopted by 69 votes in favor, nine against and five abstentions, to its decentralization bill known as “3DS”.

These new provisions for this community which brings together six territories, 92 municipalities and 1.8 million inhabitants “Cannot give satisfaction to each actor”, but this is the ” good compromise “, summed up the Minister of Territorial Cohesion, Jacqueline Gourault, who will visit the Marseille city on Monday, accompanied by the Prime Minister, Jean Castex.

At the center of the debates, the question of the transfer of powers from the metropolis to the municipalities, the abolition of territorial councils, intermediate level, the representativeness of Marseille in the governance of the metropolis or the mode of financing of the community and the municipalities. .

An “extraordinary” number of amendments

The reform of the Aix-Marseille-Provence metropolis had been touched upon in the Senate at first reading then in committee at the National Assembly but largely concerted locally.

Several deputies, however, regretted the “Method” the government, which introduced this reform by way of amendment, leading in its wake to the tabling of a host of sub-amendments; sixty-three in total, one number “Extraordinary”, commented the president of the meeting at the Palais-Bourbon, Annie Genevard (Les Républicains, Doubs).

The defense of these amendments, like the opinions of the rapporteur and the minister, gave rise to long, complicated and tedious parliamentary gymnastics. “We must vote this evening, I will not give this file to my successor, it would really be a poisoned gift”, dropped, shortly before midnight, Mme Genevard.

Several sub-amendments were adopted without calling into question the main lines of the reform. They concern the delegation of tourism promotion to certain municipalities, the maintenance of infrastructure maintenance for recharging vehicles in the metropolis, as well as actions in favor of the landscape and nature.

A sub-amendment from the La République en Marche group put elected representatives back at the heart of the management of the structure responsible for evaluating the charges linked to the transfer of powers between the municipalities and the metropolis.

The garbage collectors’ strike, a social movement that affected the whole of the metropolis from September 23, exposed the inconsistencies of the Aix-Marseille-Provence metropolis in broad daylight.
