Such a rule would have devastating consequences for future house builders and tenants, fear owners’ representatives.

The federal government is reacting to the climate protection ruling from Karlsruhe and is drafting an immediate program that will apply as early as next year. The requirements for wind and solar energy are to be sharpened significantly, as the draft of the program shows. The government is apparently also considering an obligation to install solar roofs for all new buildings, as reported by the “Bild” newspaper, citing a draft.

Owners would then have to install photovoltaic or solar thermal systems in the future when they build new or undertake “major roof renovations”. According to the report, the insulation rules are also to be tightened – new buildings would have to meet a higher energy standard.

The president of the Haus & Grund association, Kai Warnecke, told the newspaper: “This is an uncoordinated snap shot that makes building and living dramatically more expensive.” It is “ridiculous to introduce compulsory solar roofs without finally allowing the electricity produced to be sold to the residents of the house.”

Overall, the climate protection project should include around 7.8 billion euros for the next five years, as reported by t-online.de. The largest items are an increase in funds for building renovation of 2.5 billion euros for next year and a further two billion euros for 2023. 1.8 billion euros are earmarked for e-car purchase premiums, where demand is expected to be higher than planned becomes. However, the budget has yet to be decided, which will not be the case until the next parliamentary term.
