negotiations on working conditions have started

The government and public employee unions began negotiating Thursday on working conditions in the public service, with the conclusion of a first agreement being hoped for by the summer.

Chaired by the Minister of the Civil Service Stanislas Guerini, this first round of discussions resulted in a consensus on three areas of negotiation, affirms the minister: time and the organization of work, work collectives and professional relations and the impact major environmental and digital transitions on the organization of work.

The next negotiation session with the administration is scheduled for May 23, before two new meetings at the minister on June 3 and July 9, according to a document presented to the unions on Thursday.

The four-day working week, without reduction in working time, will also be tested from September in the ministries.

The government hopes to sign a method agreement with the unions by the summer, which will detail how the negotiations will take place and the subjects that will be discussed.

Substantive discussions will begin in the crowd, with certain measures resulting from the negotiations intended to be included in the bill for the efficiency of the public service that the minister is preparing for the fall.

Tight timing, as the government and unions will be mobilized by the Olympic Games (July 26-August 11) before the traditional summer break in August.

It was said that the timetable was not working at all, they must loosen it to give more time for negotiation, reacted the co-general secretary of the CGT of State Agents Cline Verzeletti.

The first union of civil servants took advantage of Thursday’s meeting to point out what it sees as contradictions, added Ms. Verzeletti.

Facilitating layoffs or developing merit-based pay, as proposed by Mr. Guerini, will have an impact on work groups, she deplored.

The general secretary of the CFDT-FP, Mylne Jacquot, for her part, welcomed the fact that we are finally making progress on the question of working conditions.

We want to attack the substance of the negotiation from September, even if the government postpones the presentation of its bill, she added.
