None of the scenarios on the table for forming a government are likely to be imposed more than 50 days after the dissolution of the National Assembly by Emmanuel Macron. But time is running out at the Élysée Palace, where emergencies are piling up.
On paper, the head of state is not constrained by any deadline. He can decide whenever he wants to appoint a Prime Minister. But the more time passes, the more his political capital is damaged. All the more so since there are many emergencies.
The ball is in Macron’s court
First, France is under the double threat of budgetary pressure from Brussels and a new downgrade by the rating agencies. Emmanuel Macron must imperatively create the conditions for the adoption of a budget. Another emergency: purchasing power. No bill can be adopted with a resigning government. Same problem concerning juvenile justice. Firmer sanctions were promised before the summer by the now resigning government of Gabriel Attal.
The pressure from public opinion is very strong. Faced with the multiple crises that France is going through, the president is aware that the status quo is no longer possible. Today, the ball is in his court. The Élysée is talking about appointing a Prime Minister this Sunday. Let’s then hope for the formation of a government before Christmas.
