The quest that will allow you to access the submerged part of the Merchant District safely can be found in the Xion Colony. Her name is “Oversight” and will invite you to return to Eidos 7, like many other quests. However, you won’t get it when you arrive in town.
Effectively, you will have to advance in the quest “Glimmer of Hope” so that the little girl who holds the quest comes to you.
She will only appear below the bridge that leads to Adam’s Lair, just outside of Xion, after having handed over the hyper cell recovered from the Levoire Plateau in the Wasteland to Orcal.
Once the quest is in your mission log, all you have to do is go see Adam, then tell him that you want to travel to a region other than the Wasteland.
By following the quest “Oblivion”, you will be able to access the initially inaccessible part of the Flooded Merchant District!
