OECD negotiator on taxation of multinationals joins Brunswick

Pascal Saint-Amans, the main negotiator of the agreement on the taxation of multinationals validated by 137 countries, will join the consulting firm Brunswick Group as a partner, the company said on Monday.

At Brunswick, Mr. Saint-Amans will advise companies around the world on regulatory issues, including those related to tax, the international corporate communications, financial and crisis consulting firm said in a press release, adding that that Paris would be low.

Mr. Saint-Amans joined the OECD (Organization for Economic Co-operation and Development) in September 2007 as head of the division responsible for international co-operation and tax competition.

Last October, the OECD announced a historic agreement with 137 countries aimed at imposing a minimum tax agreement of 15% on multinationals and a better distribution of tax rights where the activity of these companies is exercised.

This agreement, for which Pascal Saint-Amans negotiated the details with the various players, is struggling to translate into law in all of the signatory regions.

Before the OECD, Mr. Saint-Amans, a graduate of the Sorbonne University, of Sciences Po Paris, and a former student of the ENA, had held various positions within the French Ministry of Finance.

He will be replaced at the OECD from November 1 and until March 31, 2023 by Grace Perez-Navarro, the current deputy director of the institution’s CPAF (Centre for Tax Policy and Administration).
