Only two referendums in Austria
So while there have been and still are many referendums, there have only been two referendums in Austria (Zwentendorf and EU accession). In 2013 there was a referendum (Bundesheer). The system error is that a referendum cannot be initiated by the people, according to Werner Bolek (see video below), co-initiator of the initiative to decide together (IGE). Referendums must be dealt with in the National Council, but referendums are legally binding. This means that a law can only come into force if the people have given their consent.
