Regarding the method: “If the dialogue works, an amending social security financing bill will be presented in December with a vote in Parliament at the end of the year or at the beginning of 2023 at the latest”, he adds. “Failing that, if we see that the discussions have no chance of succeeding, then there will be no reason to wait and we will immediately table an amendment to the Social Security budget”, warns a heavyweight of the macronie.

These two assumptions will allow whatever happens to the executive to brandish the 49-3 without difficulty in the event of a blockage, since the use of this article of the Constitution is unlimited to pass the budgetary texts.
