“The power is currently in the minority on the one hand on public opinion. That happened to many powers in the Fifth Republic, such as François Mitterrand, Jacques Chirac, etc … But it is also in the minority in Parliament. There, he has a relative majority. But who says relative majority says that if all the other parties come together to refuse a text, they are in the majority”, he explains.
An outdated Fifth Republic?
A situation which was observed in particular during the debates around the pension reform bill in the National Assembly, at the beginning of the year. “What appeared is that the Republicans, who at that time had a pivotal role in the system, were not possible partners for power. And the small LIOT group appeared as an oppositional group, absolutely fierce”, adds Jérôme Jaffré.
“And then the third minority mechanism that you have is that basically, we have now arrived at a moment of the Fifth Republic where the country is governed by relying roughly on 25 to 30% of the French. But you have against you hard oppositions, which represent 60% of the country. It is the addition of the Nupes and the RN. And you have a situation where these forces which are totally opposed to each other, and cannot govern together, which creates a new situation under the fifth where the power is structurally in the minority and the hard oppositions are strongly in the majority. So you permanently have a climate of hard political conflict”, he concludes.
