ELECTIONS – Until now, the deadline to register on the electoral rolls and vote in the presidential election was set at December 31 of the year preceding the poll. A new decree extends this process until the sixth Friday preceding the vote.
AL –
If this new provision had already been allowed for the last municipal, departmental and regional elections, it is the first time that it has applied to a presidential election. A decree, published on December 22, allows everyone to register on the electoral rolls until the beginning of March, instead of December 31. This step is essential in order to then be able to vote in the two presidential rounds, scheduled for Sunday April 10 and 24.
The process can be done online until March 2 and by post until March 4. For the legislative elections, on June 12 and 19, the registration deadline is May 4 online and May 6 by mail.

Additional time to attract more voters
To register, each voter needs proof of identity and proof of address. These two documents can be entered online, via Service-Public.fr. They can also be deposited or sent to town hall. In these cases, a form must also be completed and attached to the documents.
This additional time thus allows voters to have more time to learn about their situation and try to reduce the number of people. “badly registered” on the lists. Indeed, if in June 2021, INSEE ensured that 94% of French people of voting age were registered on the electoral rolls, i.e. 47.9 million voters, non-registration or incorrect registration is a problem. by this institution.
The mis-registration in particular consists in being registered in a municipality which is not the municipality where the person resides. If the latter does not attend or establish a proxy, it will therefore not be able to vote. However, it is easy to check online where the registration was made to change it if necessary.

This phenomenon of poor registration would particularly affect the youngest, although it is difficult to really measure it. Based on INSEE figures on electoral participation in the 2017 presidential election, Céline Braconnier, Jean-Yves Dormagen and Baptiste Coulmont estimated that 17.3% of individuals would be mis-registered, i.e. 7.6 million d voters. Young people under 30 are also the most represented since 51% of 25-29 year olds are affected. With this delay and the possibility of doing the process online, this phenomenon could be reduced.
