Presidential: Gérard Larcher proposes to urgently establish the double power of attorney


President LR of the Senate proposed the establishment of an organic law to deal with the risk of abstention due to the health crisis.

Senate President LR Gérard Larcher proposed on Wednesday January 19 to introduce a double proxy for voters during the April presidential election to deal with the risk of abstention due to the health crisis, asking the government “an emergency examination“.

It is an organic law which obeys very precise rules of time but it is possible if the government allows the examination in urgency“, affirmed Gérard Larcher on LCI, specifying that the subject would be approached Wednesday evening during a conference of the presidents which will gather around him the presidents of groups and the committees of the Senate. “I spoke with the Prime Minister (Jean Castex, editor’s note) last week on this subject. I hope that the government will be able to allow the examination as a matter of urgency“, he added, pointing out that “dialogue exists with the government“.

Gérard Larcher specified that the centrist senator from Tarn Philippe Bonnecarrère had filed “an organic law proposal” establishing the double power of attorney, as during the municipal elections of 2020, the two rounds of which took place before and after the first confinement. “Given the health risks linked to the Covid-19 epidemic (…) each agent may have two proxies“, states the bill.
