During a shooting at a district school in Wilhelmsbug, the gunman Rocco Burhan (Marco Valero) dies under mysterious circumstances. Helen Dorn (Anna Loos) is looking for the perpetrator and the background. It penetrates deeply into the confusing and heated atmosphere on the southern side of the Elbe.
