Prosecutor Katja Schilling (Katharina Böhm) leads a murder trial against the powerful underworld boss Mankoff (Dirk Martens). All the more important is Nadescha Schaposchnikow (Natalia Rudziewicz), the sister of the young murdered drug courier, who observed Mankoff’s crime and is willing to testify as a key witness. Katja keeps them hidden in a secret place until she makes a statement. However, the committed public prosecutor is ambushed herself: an informant and former fellow student is murdered – with her pistol.

Under a false identity, Wilsberg (Leonard Lansink) hangs around with the construction tycoon Michael Lobland. He wants to build a luxurious residential and office district at the old industrial port. The conflict intensified when the building was cleared by customs officers after drugs had been found. In the evening the building burned down. With the help of Lobland’s assistant Tom (Volker Büdts), Wilsberg rescues Ekki (Oliver Korittke) and activist Kathi Jäger (Annika Blendl) from the flames. A little later Tom is found dead.
