A report on the reconciliation between professional and personal life was submitted to the government on Wednesday. After several months of studies, the academic Julien Damon (E3NS) and the company director Christel Heydemann (Schneider Electric), propose to reform family leave and to reorganize the offer of services to families for the first three years of the child.
Indeed, according to their recommendations, parental leave could be reduced to 6 months per parent during the child’s first year of life. This egalitarian measure would make it possible to revalue the benefit received by the beneficiaries by calibrating the remuneration in proportion to the salary. To follow up on the recommendations of the High Council of the Family, this aid would also follow the evolution of salaries.
This new way of operating parental leave is obviously a continuation of the reform of paternity leave, which entered into force last July.
A future benefit
The following year, beneficiaries will be free to extend their parental leave if they wish. Nevertheless, the fixed compensation received will become less advantageous, since after one year, the researchers consider that the priority becomes the deployment of“A sufficient public or contracted reception offer”.
In the long term, Julien Damon and Christel Heydemann advise to merge all the family leaves for a birth, a marriage, a death, education, childcare or the help of a dependent relative. Indeed, the interlocutors and the conditions of compensation vary too much and become incomprehensible for the beneficiaries as for the employers. To replace this “Family leave with drawers”, the rapporteurs propose a one-stop-shop unified management system, then the choice of a single operator – rather the family branch than the sickness branch of Social Security.
