residents of Kherson region encouraged to move to safer areas for winter

• Residents of the Kherson region (south), especially women, children and the elderly, were urged again on Monday evening to move to safer areas in the center and west of the country, due to fears that the damage to infrastructure caused by the war may be too severe for people to withstand the winter. Deputy Prime Minister Iryna Vereshchuk has offered free evacuations.
• Volodymyr Zelensky recalled on Monday evening that Ukraine was still subject to power cuts. The Head of State asks Ukrainians to limit their electricity consumption in the areas most in difficulty.
• The World Health Organization (WHO) warned on Monday that winter would threaten the lives of millions of Ukrainians, after a series of devastating Russian bombardments on the country’s energy infrastructure.
• The safety of the Zaporizhia nuclear power plant, occupied by the Russian army, in southern Ukraine, has not been called into question by bombings that caused extensive damage inside the complex over the weekend, the International Atomic Energy Agency (IAEA) said on Monday. French Presidents Emmanuel Macron and Ukrainian President Volodymyr Zelensky insisted in a phone call on Monday on “the absolute necessity to preserve safety and security” from the plant site.
• The Ukrainian General Prosecutor’s Office announced on Monday that it had found four “torture sites” used by the Russians in Kherson before their forced retreat from the region about ten days ago, kyiv accusing Moscow of war crimes. The United States Goodwill Ambassador for Global Criminal Justice, Beth Van Schaack, has denounced “systemic war crimes” wherever Russia has deployed troops in Ukraine.
• The Kremlin has promised to punish those responsible for the death of a group of Russian soldiers in Ukrainedenounced by Moscow as an execution, while kyiv claims that these soldiers were killed after a false surrender.
