revenue from the “Gafa tax” expected at 670 million euros in 2023

Revenue from the “Gafa tax” continues to increase: the French government expects to collect 670 million euros in 2023 under this tax which primarily targets digital giants, according to a budget document consulted on Wednesday by the AFP.

In the absence of an agreement at the OECD to reform the global taxation of tech behemoths, France implemented a national tax in 2019 which aims to capture part of the wealth created by Google, Apple, Facebook or Amazon (often designated by the acronym Gafa). Other countries such as Spain and the UK have also created a similar tax.

The French tax is destined to disappear when the reform of international taxation, finally adopted with great fanfare at the end of 2021 under the aegis of the OECD, will come into force, has affirmed on several occasions the Ministry of the Economy. But this reform is slow to translate into law on an international scale.

While Bercy expected at the start of the year to receive 518 million euros in 2022 under this “digital services tax”, revenues should ultimately reach 591 million at the end of the year.

Given the good financial results of companies subject to this tax, revenues should increase further to reach 670 million in 2023.

In 2021, they amounted to 474 million euros.

In general, State revenue (tax and non-tax) should increase by 5 billion euros in 2023 to reach 345.1 billion.

Tax revenues alone should however fall by 800 million euros to reach 314.3 billion euros, the product of VAT (-4.7 billion euros compared to 2022) and corporate tax (-3.8 billion) representing a sharp drop.
