RSA: the 15 to 20 hours of compulsory activity will not appear in the Labor Law

The 15 to 20 hours of compulsory integration activities per week for RSA beneficiaries will not be included in the bill reforming the system, but will be an objective “adapted” to each person, said Minister of Labor Olivier Dussop on Tuesday. Why this backpedaling from the government?

It was one of the government’s shock measures for its future Labor law: 15 to 20 hours of compulsory activity to receive the RSA, the active solidarity income. Finally, the executive backtracked on this proposal which had set fire to the powder. For what ?

Encourage RSA beneficiaries to return to work

A priori, the government is trying to calm things down with the unions following the conflict over pension reform. The government has been walking on eggshells ever since. Especially since he keeps an eye on the new boss of the CGT, Sophie Binet, who seems not very docile.

However, the Minister of Labor, Olivier Dussopt does not intend to dodge the problems surrounding the RSA, which he considers a collective failure. Out of 1.9 million beneficiaries, 350,000 have no social or socio-professional follow-up. The objective therefore remains to encourage them to return to the path of work without obligation of activity but by proposing reintegration objectives defined in an employment contract whose contours are yet to be specified.

We are indeed talking about mandatory objectives for the beneficiary. If he does not respect them, he will be sanctioned. A sanction that can range from the temporary suspension of the aid to the total abolition. A radiation that already exists but is very rarely applied.
