Salaries, gas prices, allowances… everything that changes on July 1, News / Daily News

Here are the main changes expected from Saturday July 1st:

End of regulated gas prices

Provided for by the energy-climate law of 2019, the disappearance of regulated gas sales tariffs (implemented in 1946!) for individuals and condominiums consuming less than 150,000 kWh will be recorded on Saturday July 1. The 2.6 million households subscribing to this historic tariff via Engie will have to change their contract by making their own choice for one of the new offers on the market.

Without action on their part, these consumers will be automatically redirected to the energy company’s “gateway” offer, which is interesting for the moment, but subject to strong variations since the price will vary every 1st of the month, depending on the level of consumption. and place of residence.

The Energy Regulatory Commission now publishes a “benchmark” price every month to help consumers make their choice.

Revalorization of the index point of civil servants

Announced by the government on June 12, the revaluation of the civil service index point by 1.5% is scheduled for July 1. A measure which should lead to an increase in the remuneration of 5.7 million public officials, after +3.5% revaluation of the index in the summer of 2022.

Up to nine additional index points will also be awarded to agents with low salaries, which will represent up to 120 euros in earnings, according to the Ministry of Transformation and the Civil Service.

Pay sheets

The presentation of pay slips will change again from 1 July. Main novelty: the display of the “net social amount”, which corresponds to the net income after deduction of all compulsory social contributions.

This amount, usually declared to benefit from certain additional income such as the activity bonus or the active solidarity income (RSA), is currently not directly available to employees, hence errors or omissions. . Its mention on pay slips will therefore simplify the procedures for recipients who will no longer have to make any calculations. All they have to do is declare the aggregate of the net social amounts that will have been sent to them.

As part of a simplification process, more readable and hierarchical wording is also planned, a separation of compulsory social contributions and those relating to optional schemes, as well as a harmonization of the display of certain benefits, reimbursements or deductions.

Social Security benefits

Entry into force on Saturday July 1 of the first of a set of measures planned to fight against social fraud: the various benefits (family allowances, disability, solidarity for the elderly, RSA, etc.), for which residence on the French territory is a prerequisite, can no longer be paid into bank accounts outside the SEPA zone (European Union, Norway, Lichtenstein, Iceland, Switzerland, Monaco, Andorra, Vatican, San Marino).

Repair Bonuses

Set up in December 2022, the repair bonus allows you to benefit from a few tens of euros in bonuses for the repair of electronic devices from approved repairers (holders of the QualiRépar label). The amounts, fixed, fixed by category of products, will be doubled as from July 1st. Assistance for a laptop computer, for example, will increase from €45 to €90, and that for a washing machine from €10 to €20.

About thirty categories of products are now affected by the repair bonus, provided that they are not or no longer under warranty (legal or commercial): coffee maker, washing machine, vacuum cleaner, smartphone, but also bicycles and scooters , wine cellar, enclosure, drill-driver, game consoles… This list of eligible products must be expanded each year.

Approved professionals are referenced on the ecosystem.eco site, by geographical location and type of product to be repaired.

Real estate loans

When it comes to buying real estate, the new wear rateswhich correspond to the maximum ceiling rate that a bank can grant you, all costs included (borrower insurance, application fees), have risen sharply: published on June 29, they now reach 4.84% for loans over 10 to 20 years And 5.09% on those over 20 years and over

The conditions for access to mortgage loans should however remain difficult until the end of the year, in particular for profiles whose insurance costs are high (seniors, patients, smokers, etc.), because at the same time, nominal mortgage rates are set to continue to rise.

Like every month, it now remains to be seen the magnitude of the increase that the banks will apply to their July scales, knowing that we are already around 4% over 25 years currently. Because the other side of the coin of a sharp rise in usury thresholds is that this opens the door to a significant impact on the scales of establishments, some of which are still waiting for higher rates to lend more.

In this context, with this very rapid rise in usury rates and the European Central Bank’s desire to continue its policy of raising key rates to curb inflation, we are maintaining our rate scenario at 4.5% by the end of the year, and perhaps even the reappearance of rates at 5% at the beginning of 2024… This would be bad news for borrowers whose borrowing capacity would fall even further, and who, without a sharp fall in prices, would be even more unable to buy” explains Sandrine Allonier, spokesperson for the broker Vousfinancer.

Summer sales

In the majority of metropolitan departments, Sales start June 28, and continue for much of July, until the 25th inclusive. For Corsica, the sales period will begin on July 12 and extend until August 8 inclusive. The next sales are also scheduled from July 19 to August 15 inclusive for Saint-Pierre-et-Miquelon, in September in Reunion, in October in Guadeloupe and Martinique…
