Salary negotiations begin for Social Security agents

The unions have been demanding it for many months. Tuesday September 6, a negotiation on the wages of the agents of the Social security must engage at the request of the government. The purpose of the exercise is to increase the value of the point, which serves as a reference for calculating remuneration, and thus to grant an increase to some 155,000 people working in the 300 private law organizations of the general system. Such a measure had not been taken since 2017.

The discussions are led by Isabelle Bertin, the director of the Union of National Social Security Funds (Ucanss) – a structure which represents the various employers (Health insurance, family allowance funds, Urssaf, etc.). Even before the start of the exchanges, the executive announced the color by evoking an increase of the same magnitude as that implemented, from 1er July, in the civil service: i.e. + 3.5%. At Ucanss, we want the dialogue to quickly lead to applicable decisions ” in autumn “. The entourage of M.me Bertin adds that he will communicate on the cost of such a gesture “when the amount of the revaluation will be known”.

Other provisions had already been put in place this year to improve the pay slips of “Security” agents, as recalled in a joint press release issued on September 2 by four ministries (public accounts, health, solidarity, labor ) : increase “for the 30,000 lowest paid employees”, “exceptional interest” 200 euros for all the teams.

Purchasing power undermined

The fact that negotiations are beginning is commented on positively by several unions. Nadine Leclerc, of the CGT, sees it as a ” advanced “, which rewards the mobilization of its organization. On behalf of the CFDT, Florence Puget also says she is delighted with the government’s initiative. FO, through the voice of Laurent Weber, is more circumspect: “Talking about negotiations is not fair, since we have already been told that the increase will be 3.5%he said. It’s framed. »

The employee organizations would like the boost to be greater than the percentage displayed by the executive, firstly because the latter does not compensate for the inflation measured over the last twelve months. In addition, they point out, the freezing of the value of the point for several years has undermined purchasing power, despite the individual increases granted according to the progress of the career. The unions point out that the gap between the remuneration offered on hiring and the minimum wage has continued to narrow over time. This is why the CFDT pleads for an increase of 5%, with retroactive effect from 1er January. The CGT, she claims that the value of the point is increased to 10 euros (against a little over 7.24 today). But their wishes are unlikely to be granted.
