Since Friday March 19, a third confinement has started in 16 French departments, namely those of Ile-de-France and Hauts-de-France, but also the Alpes-Maritimes, Eure and Seine-Maritime. In total, more than 20 million French people are affected by these new restrictions aimed at slowing the circulation of the virus.

In the areas affected by this new kind of confinement, interregional travel is prohibited, except for compelling or professional reasons. Residents are allowed to go out within a radius of 10 kilometers around their home but must present a certificate or proof of address. Schools remain open, but high schools operate on a half-scale and thus alternate between face-to-face and distance learning.

These measures will be applied for at least four weeks, in other words until next April 17, the day of school holidays in zone C, in which we find in particular the Paris region affected by confinement. So, will it be possible to take advantage of the Easter holidays?

Will the confinement be lifted for the school holidays?

We know: the government has long rejected the idea of ​​a third confinement. Gold, “if you confine later, it is necessary to confine longer to return to the threshold to which you confined”, explained to HuffPost Samuel Alizon, research director at CNRS.

In this context, will the lifting of restrictions in the 16 departments concerned really take place on April 17? During his speech, Jean Castex indicated that these measures “are intended to apply for at least the next 4 weeks”. A minimum period for these new rules “produce a sufficient effect”, but also to achieve “a very important first step” in the vaccination of the most vulnerable. However, the Prime Minister did not specify a threshold to be reached in order to implement this deconfinement. For now, it exceeds 400 per 100,000 inhabitants. For comparison, the overall incidence rate in France is 266.

If the government has not spoken about the spring break, a minister however revealed on March 20 to JDD that“locking up the French at Easter does not figure in the scenarios”.

Containment: what are the reasons for allowing movement without distance limitation?

For the time being, travel without distance limitation in the areas concerned by this hybrid confinement is authorized within the framework of professional activity, education, training and missions of general interest; for consultations and medical care; in the event of an overriding family reason, for assistance to vulnerable or precarious persons or childcare; for people with disabilities and their companions; in the event of a judicial or administrative summons; in the event of a move or even a transit trip to stations and airports.

To adapt to these new measures, SNCF offers to exchange or reimburse without cause, without charge and up to 1h30 before departure, all train tickets until April 18. What about airlines? On its website, Air France indicates that “all tickets are currently changeable or refundable free of charge and without proof, for trips planned before December 31, 2021”.
