Revaluation of civil servants, abolition of the TV license fee, continuation of the tariff shield on energy and the fuel discount: here are key figures and main measures of the second part in favor of purchasing power, completed by Parliament and finally adopted on Thursday.

Energy: -30 cents at the pump

The fuel discount will be extended to -30 cents per liter in September-October, then -10 in November-December. With discounts from distributors and oil companies, the government is counting on a price per liter of petrol or diesel at the start of the school year “around 1.50 euros”. The ceiling for tax-free aid that companies can pay to employees to cover their fuel costs is doubled to 400 euros. They are encouraged to participate more in the payment of transport subscriptions for their employees, beyond 50% of their cost, by a tax and social exemption measure for 2022 and 2023.

The price shield on gas and electricity prices has been extended until the end of the year: gas price freeze and electricity price increase capped at 4%. The cost of the measure will depend on the evolution of the gas price. An envelope of 230 million euros should allow targeted support measures for low-income households still heated by fuel oil. The reduced rates for non-road diesel (GNR), which were to end on January 1, 2023 for building and public works companies, have been extended for one year.

Index point: +3.5%

The 5.7 million public officials will obtain a general increase, applicable from July 1, of 3.5% of the value of the index point which serves as the basis for their remuneration. For 2022, this measure will cost 3.7 billion euros.

Royalty waived: -138 euros

The abolition of the audiovisual license fee will be effective next fall, with a gain for households of 138 euros, i.e. a shortfall of 3.2 billion euros for public broadcasting that the State has said it wants to compensate by an allocation of a share of VAT proceeds until December 31, 2024.

Back-to-school bonus: +100 euros for the most precarious

An exceptional return to school aid of 100 euros per household (+ 50 euros per child) will be paid to beneficiaries of social minima such as the RSA, the allowance for disabled adults (AAH) or the specific allowance for the elderly (Aspa).

For those above the minimums and receiving the activity bonus, an additional payment will also take place at the start of the school year, in addition to the 4% increase in the activity bonus from July 1.

Overtime and RTT hours

The ceiling applicable for the tax exemption of overtime is increased from 5,000 to 7,500 euros, a measure made permanent by the senators.

Private sector employees who so wish may be paid for days or half-days of RTT not taken with the agreement of the employer, giving rise to a salary increase, until December 31, 2025. These remunerations will be exempt from taxes and contributions.

Food banks

40 million euros voted for food aid associations.

Nationalization of EDF

Appropriations voted for the financing by the State of the 100% renationalisation of EDF, up to 9.7 billion euros. The public tender offer (OPA) is due to end at the end of October. In total, an envelope of 12.7 billion euros is planned for possible operations to support strategic French companies during the second half.

Communities

Some 600 million euros are dedicated to them in total, in particular via a support fund for municipalities and inter-municipalities weakened, in the face of rising energy prices and the index point of civil servants. 22,000 municipalities will be able to benefit from it. The departments will receive 120 million, in compensation for the increase in the RSA they pay.

Biometric vital card and other measures

To fight against social fraud, 20 million euros are planned to initiate the establishment of a biometric vital card system, which is less easily falsified.

The possibility for vulnerable employees to be placed in partial activity is extended until the end of January 2023.

In addition, 5 million euros will complete the financing of the columns of firefighters intervening in reinforcement to fight forest fires.

Finally, 10 million euros should make it possible to preserve the exceptional lavender production sectors.
