Seine-Saint-Denis renounces to participate in a next experiment

Seine-Saint-Denis has withdrawn from the 19 departments selected to test the new system for the integration of RSA beneficiaries, it announced on Monday, refusing the logic of “conditionality of aid” from the government which plans to start the experiment in April.

As part of the fight against poverty, the RSA is a fundamental social right, which cannot be earned by any commitment to intensive support (…). Putting everyone to work, no matter what, cannot be the sole and priority objective of public policies, adds Mr. Troussel.

The experiment, which should have started in the first quarter, should finally start in April in most of the 18 departments selected, according to Thibaut Guilluy. It will take place in an employment area of ​​each of the departments (Decazeville for Aveyron for example), only Creuse being retained in its entirety.

15 to 20 hours of activity per week

The objective, based on better coordination of local actors, is to systematically register RSA beneficiaries for full employment – only 40% are currently registered – and to organize the diagnosis and orientation part much more quickly.

On the model of the Youth employment contract, the recipients will sign a contract with rights and duties, committing to follow 15 to 20 hours of weekly activity to get closer to employment with reinforced support.

The experiment should concern just under 40,000 RSA beneficiaries (out of 1.8 million). The objective is to gradually expand it to achieve generalization in early 2027. The strengthening of support represents a budget of approximately 500 euros per person.
