Self-service scooters prohibited for minors, it happens in Paris

To convince the mayor of Paris not to ban electric scooters in self-service, authorized operators will verify the age of their users and equip vehicles with a license plate.

The rental of electric scooters is prohibited to minors from November 28, 2022 in Paris.

To prove their age, users will now have to scan their identity card. Once the system has verified that the person is of legal age, then the scooter will be unlocked. The three authorized operators in the capital, Lime, Dott and Tier, have indicated that the scanning function has been deployed and that it already covers 100% of the fleet (around 15,000 vehicles).

Minors were in principle not allowed to ride self-service electric scooters before this date, but there was no identity verification system in place to prevent fraud, apart from a simple statement in which it was enough to lie.

Another novelty, urban mobility vehicles will be equipped with a license plate, placed above the mudguard. The police will thus be able to more easily verbalize the offenses (speeding, two-person traffic, traffic on the sidewalks, burnt red lights, etc.), and we can hope to see a drop in incivility.

Seduction objective for Lime, Tier and Dott

Users committing offenses will be excluded from applications allowing self-service scooter rental in Paris. The operators have also agreed to finance an experiment in video-verbalization to more effectively punish offenders.

If Lime, Dott and Tier are making so many efforts to improve the situation, it is because these companies fear losing their license and seeing the municipality decide to outright ban this type of platform.

Between recurring traffic accidents and the sometimes wild occupation of public space, Paris is questioning the cost-benefit ratio of scooters and is seriously considering not renewing the three operators’ authorization to practice, valid until February 2023 .
