BRUSSELS (Reuters) – Serbia and Kosovo have settled a dispute over the movement of citizens between the two countries, European Union foreign policy chief Josep Borrell said on Saturday.

“We have a deal,” he said in a tweet.

“Kosovo Serbs, as well as all other citizens, will be able to travel freely between Kosovo and Serbia using their identity cards. The EU has just received guarantees from Prime Minister (Albin) Kurti.”

This dispute is linked to the declaration of independence of the predominantly Albanian Kosovo from Serbia in 2008, which Belgrade has refused to recognize.

Serbia and Kosovo have yet to agree on the much-contested use of Serbian license plates issued in northern Kosovo, where Serbs defy the government in Pristina and regard Belgrade as their capital.

Tensions between Serbia and Kosovo escalated this month after Pristina announced that Serbs residing in the north of the country would have to apply for license plates with the Kosovo authorities by September 1.
