In 2021, the French government began testing the application Simplimmat in the Centre-Val de Loire, Normandy and Yvelines regions. After expanding the tests to Brittany and Île-de-France in 2022, the service is now available on iOS and Android throughout France. The opportunity for individual sellers to easily sell their vehicle and for buyers to carry out the process of creating the registration document.
Simplimmat makes life easier for drivers
In a press release published at the end of last week, the Ministry of the Interior announced the deployment of its application Simplimmat to all individuals in France. To put it simply, the government facilitates two procedures thanks to this new platform: the administrative transfer by the seller and the creation of the registration document by the buyer.

The government recalls in particular that a person selling their vehicle to another individual must “declare the administrative transfer of their vehicle within a maximum of 15 days after having physically transferred it to the purchaser”. This makes it possible to protect the seller from infringement notices that may be linked to the new buyer of the vehicle. For his part, the purchaser must create a registration document in his name within one month after the transfer of the vehicle.
Simplimmat simply puts an end to paper forms. Thanks to the Android and iOS application, “the administrative transfer of the vehicle and the request for the new registration document only take around ten minutes and are carried out at the same time as the delivery of the vehicle keys”, explains the Ministry of the Interior. We thus learn that the transfer of responsibility for the vehicle is “immediate”, but also that the registration document can be requested directly after the transfer. The new owner will then just have to wait.”3 to 4 days later” to receive it at his home.
To carry out all their procedures, the government specifies that the buyer and seller must be “physically in the presence of each other”; to be covered by 4G; to have the Simplimmat application on their smartphone; and to have the vehicle registration document.
