social assistance, meal vouchers, lifting of the anonymity of gamete and embryo donors, etc.

Revaluation of social benefits, raising of the daily ceiling for payment in restaurant vouchers, capping of the increase in rents or even extension of the discount on the price of fuel: the month of September is marked in particular by the arrival of provisions to fight against the rising cost of living. Review of the main measures which come into force in France from 1^er September 2022.

• Social benefits and student grants are increased by 4%

For this start of the school year marked by galloping inflation, the provisions contained in the purchasing power law and the amending finance law, voted in August 2022, are beginning to be applied.

Social and family benefits are thus increased by 4% from the 1^er september. The revaluation is retroactive to the 1^er July 2022, it concerns several social benefits, such as the activity bonus, the active solidarity income (RSA) or the allowance for disabled adults (AAH), as well as family benefits, including family allowances or the the birth.

At 1^er September, the college and high school scholarship application campaigns begin for students who are not yet scholarship recipients. Like social and family benefits, student grants are increased by 4% for the start of the academic year in 2022.

An exceptional back-to-school bonus will also be paid on September 15 to beneficiaries of social minima, ie approximately eleven million households. In the amount of 100 euros, to which are added 50 euros per dependent child, this exceptional aid is different from the back-to-school allowance (ARS), and can therefore be combined.

• Lifting of the anonymity of gamete and embryo donors

The bioethics law of August 2, 2021 opened up medically assisted procreation (PMA) to female couples and single women. It also provided for the lifting of the anonymity of gamete donors to these children born from PMA when they reached majority, a measure which takes effect on 1^er september.

From now on, donors of gametes (spermatozoa and oocytes) or embryos will have to accept that their identity and non-identifying data, such as their family and professional situation or their general condition at the time of the donation, are accessible to the child born of PMA, at his majority and if he so requests.

• The daily ceiling for payment in restaurant vouchers increases to €25

The conditions of use of restaurant vouchers change on 1^er september. Their use is first extended to the purchase of all food products, even if they are not directly consumable without cooking or preparation (flour, pasta, rice, eggs, fish, meat, etc.). Previously, payment by meal vouchers was restricted to ready meals, prepared salads or sandwiches.

In addition, the daily payment ceiling will increase from 19 to 25 euros during September, or at the latest on 1^er october. Since the start of the health crisis, this ceiling had been raised to 38 euros to support the catering sector, but the measure had ended on 1^er July.

• Two-wheeler parking becomes chargeable in Paris

Two-wheelers with thermal engines will have to pay for their parking in Paris. Several times postponed, the measure comes into force on 1^er september. From now on, it will cost 3 euros per hour in the first eleven arrondissements and 2 euros in the other nine, the bill being able to climb to 37.50 euros for six hours, the price of the fine.

Parking for bicycles and electric two-wheelers remains free. According to the program of the mayor of the capital, Anne Hidalgo, for the municipal elections of 2020, this parking of two-wheelers should bring in 35 million euros per year.

• The television license fee is abolished

The contribution to public broadcasting has been officially abolished and will not be claimed for the year 2022. Its amount was, for any household or business with a television at 1^er January of the tax year, 138 euros in mainland France and 88 euros overseas. The fee, which brought in 3.7 billion euros to the State, will be compensated by a transfer of a fraction of the product of value added tax (VAT), at least until the end of the year 2024.

• Home loan: possibility of terminating your borrower insurance at any time

The so-called Lemoine law opened on 1^er June for new loans, the possibility of terminating and changing, for the borrower, his mortgage loan insurance at any time and free of charge. From 1^er September, this provision will apply to all current contracts.

In the field of employment, basic retirement and disability pensions are increased by 4%, with retroactive effect from 1^er July 2022. The revaluation will apply from the payment of the pension for the month of August, paid in September.

The amount corresponding to the revaluation of the retirement pension for the month of July will also be paid in September 2022. This revaluation applies to the pensions of retirees from the private sector, the civil service, special schemes and the self-employed.

In another register, the partial activity scheme for vulnerable people put in place during the Covid-19 pandemic has been extended until January 31. It was to end on July 31, 2022. An implementing decree must specify new terms and conditions that are supposed to take effect from July 1, 2022.^er September 2022.

• Among the housing assistance measures, the increase in rents will be capped at 3.5%

Several aid measures in the field of housing, provided for by the law on purchasing power, must take effect on 1^er september. A “rent shield” will cap the increase in rents at 3.5% until June 30, 2023. In detail, the maximum percentage is set at 3.5% in mainland France, 2% to 3.5% in Corsica, and 2.5% in overseas.

In addition, housing aid (personalised housing aid, family housing allowance and social housing allowance) is also increased by 3.5% with retroactive effect from 1^er July 2022. No action is necessary, the payment is automatically made by the family allowance fund.
