In response to this incident, all factions within the North Rhine-Westphalia (NRW) state parliament have come together to form the ‘Parliamentary Inquiry Committee on the Terror Attack of August 23, 2024.’ This decision was announced by NRW Prime Minister Hendrik Wüst (CDU) in mid-September, alongside a comprehensive migration and security initiative aimed at addressing the underlying issues surrounding the attack.

Objectives and Scope of the Inquiry Committee

The newly established Parliamentary Inquiry Committee (PUA) holds significant authority, including the power to summon witnesses and access critical documents, far exceeding the capabilities of a standard committee. This strength has led to the PUA being termed the ‘sharpest sword of the opposition.’ Interestingly, it was the ruling parties, CDU and Greens, that first suggested this inquiry, effectively minimizing the opposition’s influence in the discussion.

The PUA’s investigative focus will center around two primary themes: ‘Foreign law issues’ and ‘Terror threat, Islamism, and psychological and pastoral care.’ The investigation will delve into various aspects, such as the asylum application process, the failed deportation of the suspect, and the knowledge possessed by domestic intelligence regarding the suspect’s radicalization. The timeframe for this investigation extends from June 1, 2022, to the PUA’s establishment on November 14, 2024.

As the inquiry unfolds, numerous witnesses, including key officials from the state government and external experts, will be called to provide insights. This comprehensive approach aims to clarify the timeline of events and determine what information was known and when.

Despite the commitment to a fact-based investigation, the establishment of the PUA has not been without controversy.
