MADRID (Reuters) – The Congress of Deputies, the lower house of the Spanish Parliament, rejected on Tuesday a text which proposed granting amnesty to Catalan separatist leaders convicted of organizing a self-determination referendum in 2017.

The text was notably rejected by the Catalan independence group Junts per Catalunya, which demanded that the amnesty concern in particular people targeted by charges of terrorism – as some of its leaders are.

The text must be sent back to committee before possibly returning to the Congress of Deputies.

The socialist Pedro Sanchez, head of government since 2018, concluded an agreement last fall with the Catalan separatists in order to remain in power, in return for the adoption of this amnesty law which is causing intense controversy in Spain .
