Recovery must be transferred from Agirc-Arrco to Urssaf to simplify the procedures for companies.
It is a standoff between the State and the social partners. From 1er January 2023, Urssaf must recover the collection of Agirc-Arrco contributions for the supplementary pension of private sector employees. Or 88 billion euros. But the social partners, managers of the regime, are fiercely opposed to it. Employers and unions fear, if they lose control of their revenue, of no longer being in control of the management of the regime. And that the surpluses of the plan are used by the State, for example, to compensate for the deficit of the civil servants’ plan.
In this context, a Senate investigation report published in June recommends delaying the transfer of collection by one year, to January 2024, pointing out the risk of a “industrial disaster”.
