What will be the increase in the cost of transport for Ile-de-France residents in 2023? This is the 650 million euro question that Valérie Pécresse, president of the Ile-de-France region, asks the government. The region and its inhabitants are the main source of funding for Ile-de-France Mobilités (IDFM), which organizes the transport offer and, as such, defines the frequency of metros, buses, RER and Transiliens and places orders to the RATP, to the various bus companies and to the SNCF. It is IDFM which sets the price of the metro or bus ticket and especially of the Navigo pass, a sesame for Ile-de-France residents to get around the capital.
The board of directors of this entity will meet on December 7 to decide on the rate increase. To prepare for this meeting, the president of the region sent the 30 directors of IDFM a tariff report and a budget report, accompanied by a letter with an alarmist tone in the face of soaring costs in 2023. “The time is serious because despite all my attempts to obtain new revenue from the State, the blocking of the government is paving the way for a Navigo pass at 90 euros. This would be socially unacceptable.”writes the president.

Three scenarios are on the table. the “German tariff shield”, first of all, which, if applied to Ile-de-France, would lead the State to fully compensate the 650 million euros of additional costs linked to the rise in the price of energy and works remaining to be funded. No one will waste time on this idea dismissed by the government.
The president therefore presented two other options. The first calls on all those who finance transport – communities, companies and users – to finance the 650 million euros. All would support a 7.5% increase in their contribution. The region, the City of Paris and the departments have accepted it. Users would see the Navigo pass go from 75.20 euros to 80.80 euros per month.
Businesses would be made to contribute through an increase in the mobility payment of 7.5%. Through this tax, all companies with eleven or more employees already finance half of IDFM’s budget. They would pay 350 million euros more. The problem is that neither the region nor IDFM can decide to increase this tax: you have to go through Parliament. The approval of the majority is necessary and it awaits the green light from the government, which excludes any tax increase.
Without tax measures – this is the third scenario – the price of the Navigo pass will increase to 90 euros (45 euros for seniors), an increase of 20%. A “Macron tax” denounces Mme Pécresse. The price of a single ticket would go from 1.90 to 2.30 euros (1.79 euros for a dematerialized ticket with the Navigo Liberté + pass), the ticket purchased on board the bus from 2 euros to 2, 50 euros.
