the Assembly rejects simple online consultations for certain projects

Against the advice of the presidential camp, the National Assembly on Friday deleted an article from the bill dedicated to renewable energies which allowed a simple online consultation for certain photovoltaic projects, rather than a “public inquiry”.

This article 2, rejected by 37 votes against 33 at first reading, is part of the simplification measures requested by the executive to accelerate the development of renewables, which is lagging behind in France.

Macronist rapporteur Pierre Cazeneuve assured that it was a measure of consistency for small photovoltaic projects below one megawatt and asked the opposition not to extrapolate.

No one here wants to question public participation, he stressed.

On the left, the LFI Aurlie Trouv castigated a political error by a real regression in public consultation. And the ecologist Delphine Batho criticized the measure for affecting all town planning law and not just solar panels, contrary to what the government claims.

The article concerns all development and demolition permits and all prior declarations. If the government wants to reform town planning law, it does so in another text, astonished Mrs. Batho.

On the right, LR Antoine Vermorel alerted our fellow citizens excluded from digital and who could have difficulty giving their opinion online, as requested by this article.

From the RN LFI, all the opposition voted against.

The rejected article was intended to extend to projects subject to a prior declaration of works the system of public participation by electronic means (PPVE), currently applicable to projects requiring a building permit.

The presidential camp can try to reintroduce the measure during the continuation of the parliamentary shuttle.
