The government indicated on Tuesday that the conditions were “no longer met” to implement the increase in non-road diesel (GNR) which was to take place on January 1, 2023 for building and public works companies, given the increase current prices.
“The war in Ukraine has economic consequences on the activity of companies in the building and public works (BTP) sector, due in particular to the significant volatility in the price of building materials and the high level of fuel prices”, writes the Ministry of Economy and Finance in a press release.
An increase in non-road diesel – via the removal of a tax advantage – was to take place on January 1, 2023. Initially envisaged gradually, then all at once, for application on July 1, 2021, the government had finally decided to postpone this reform in 2023.
On Tuesday, “the government takes note of the request from professionals to postpone the reform removing the tax advantage on the GNR, which should in principle come into force on January 1, 2023”, indicates the ministry.
“At this stage, the conditions are not met to open this subject, which requires a finance law,” said Bercy. “Given the increase in prices, the government recognizes, however, that the conditions for implementing this reform are no longer met and that it will be up to Parliament to establish a timetable in the next finance law,” adds the Ministry.

“The government, without being able to cancel or postpone the abolition of the GNR to January 1, 2023 during this electoral period, nevertheless recognizes the merits of reviewing the abolition of the GNR in the amending finance law for next July”, she commented. .
