The Council of State definitively canceled, Thursday, December 29, the government decree prohibiting the sale of flowers and hemp leaves loaded with cannabidiol (CBD), the non-psychotropic molecule of cannabis, after having already suspended it there less than a year old.
“It has not been established that the consumption of the flowers and leaves of these varieties of cannabis with a low level of THC [tétrahydrocannabinol] pose risks to public health”explained the highest administrative court in its decision, judging “illegal (…) the general and absolute prohibition of their marketing”.
The Council of State had suspended, on January 24, the decree of the government prohibiting the sale of flowers and hemp leaves. It had been seized by professionals in this sector wishing to obtain the urgent suspension of this order taken on December 30 and prohibiting any possession and gross transfer of the plant containing CBD.
