The Court of Auditors doubts, in a report published Thursday, the effectiveness of the future MaPrimeAdapt’ system, designed to help adapt housing to the aging of their occupants, judging that it would have been better to favor personal assistance.

The advisability of work to adapt to aging remains largely linked to the occupants, where the change towards a thermally efficient housing stock is long-term, regardless of the occupant, declares the first President of the Court, Pierre Moscovici, in a press release. Wanted by Emmanuel Macron, MaPrimeAdapt’ must be launched in 2024, with 68 million euros of budgetary envelopebased on the model of MaPrimeRnov’, a flagship system to help with the energy renovation of homes.

According to the High Commission for Planning, France will have 11.3 million people aged over 75 in 2050, compared to 6.5 million today. Among them, 2 million will be moderately dependent and 900,000 severely dependent, compared to 1.3 million and 600,000 currently, respectively.

The simplification of MaPrimeRnov’ welcomes

On the subject of MaPrimeRnov’, which has a budget of 5 billion euros for 2024, the Court of Auditors welcomes the simplification brought by its existence, even if it continues to be telescoped with other aid. But the system does not result in sufficiently convincing environmental resultstempers the Court, particularly in collective housing.

The aid, which targets individuals, is too often hired for only one type of work, preventing substantial energy gains, according to the Court, which takes up a recurring criticism of MaPrimeRnov’.
