“The CV is an obstacle to the recruitment of people with disabilities”

Appointed director general of France Travail since January 1, Thibaut Guilluy is the architect of the reform of the public employment service. Its objective is to set up, by 2027, a one-stop, simplified window for everyone, particularly for people with disabilities.

Unemployment among people with disabilities is falling, but it remains almost twice as high as that of the non-disabled. How can this situation be improved?

The philosophy of our approach is to establish common law for all: a disabled job seeker, like any job seeker, must be able to benefit from all existing solutions for their professional integration.

However, audiences, I am thinking for example of the young people leaving Ulis [des dispositifs qui permettent la scolarisation d’élèves en situation de handicap au sein d’établissements scolaires ordinaires]are today sometimes oriented a little too systematically in Esat [établissement et service d’accompagnement par le travail] without the public employment service having first been able to carry out an in-depth diagnosis of their individual situation. As soon as they are looking for a job, they will now be systematically addressed to France Travail so that the best suited professional environment can be determined with them, particularly on the basis of immersions: Esat, adapted company, traditional company , etc. It is only then, on the recommendation of France Travail, that the departmental center for disabled people will validate the decisions to refer to ESAT. More than 80% of disabled people will thus be directed towards employment, compared to only 30% or 40% until now.

This transformation will be implemented gradually by 2027 with pilot territories starting this year. The rapprochement with the Cap Emploi network, in place since 2020, already allows France Travail advisors to seek the expertise of Cap Emploi advisors when necessary, in unique support locations. Our advisors will also continue to improve their skills to support these “new” audiences. They will be able to call on external expertise, particularly of a medico-social nature.

Fifteen to twenty hours of weekly activity are now mandatory to receive the RSA, of which around 5% of beneficiaries are disabled people…

Of the 2 million people eligible for the RSA, only 40% are registered. We have decided to automatically register the remaining 60%, among whom are people who are very far from employment, particularly those with disabilities. These fifteen hours of activity are not unpaid work or volunteering, as I have heard. Depending on the needs of the people, these include interviews, self-image enhancement workshops, public speaking, sports, implementation of health and legal procedures, visits to trade fairs and businesses, mentoring, etc. It is correct, however, that in the event of non-compliance with the support arrangements decided upon, the beneficiaries risk the suspension of their monthly aid of 607 euros. The law specifies that the terms of support will be adapted to a state of health, a handicap or an invalidity.
