the deputies postpone the decision in the hemicycle

The choice of an individualization of the disabled adult allowance (AAH), without taking into account the income of the spouse, was the subject of a clear “consensus” of the deputies in committee on Wednesday, but “to avoid making losers the vote has been pushed back to next week.

The National Assembly will then examine the bill for purchasing power.

Created in 1975, the AAH is intended to compensate for the inability to work. With a maximum amount of 904 euros per month, it is paid on the basis of medical and social criteria. It now has more than 1.2 million beneficiaries, including 270,000 couples, for an annual expenditure of around 11 billion euros.

In the Social Affairs Committee, 19 amendments from all sides had been tabled in order to record this deconjugalization of the allowance, strongly demanded by the associations.

A compromise system

But from the outset the rapporteur, Charlotte Parmentier-Lecocq (LREM), pleaded that we had to continue working to avoid making losers because with a dry deconjugalization, this measure would have negative consequences for 45,000 people.

She therefore pleaded for a work of co-construction, with the idea that everyone can take a step to land on a satisfactory system, of compromise, for the meeting, starting on Monday. All the groups supported this decision, withdrawing their amendments.

Labor Minister Olivier Dussopt pleaded on Monday for a transitional arrangement to prevent certain beneficiaries from being penalized.

Representatives of the opposition have nevertheless highlighted the need to move quickly in the face of immense expectations, like Stphane Peu (PCF) who recalled like Clémence Guett (LFI) that the majority had refused several times during the previous five-year term for this change in the AAH calculation method.

This allowance must come from national and not family solidarity, noted Christine Pires-Beaune (PS).

The rapporteur assured that she shared the opinion of going to an earlier date than January 1, 2024, which appeared in her amendment.

Before the commission completes its work on the bill devoted to purchasing power, the president of the commission Fadila Khattabi (LREM) welcomed this decision on the AAH, which comes after several hiccups for the majority.

Prime Minister Elisabeth Borne announced in her general policy statement last week that the government intended to change the method of calculating the AAH, taking up an electoral promise from Emmanuel Macron.
