The Élysée is planning to increase its budget by 5.2 million euros in 2023, i.e. +4.8% compared to 2022, due to President Macron’s diplomatic activity, inflation and the increase of the civil servants’ index point, according to a budget document annexed to the finance bill on Wednesday.

Before Parliament’s vote, this budget blueprint devoted to public authorities provides for a total of 114.43 million credits for lysis in 2023, compared to 109.18 million in 2022.

The budget of the Presidency of the Republic was stable between 2021 and 2022, before this increase.

After two years marked by the health crisis, this document explains in particular this increase in appropriations by the resumption of diplomatic activity in 2022 and 2023, all the more important due to the context of the war in Ukraine.

16 million euros are planned for presidential travel in 2023, compared to 15 million for the 2022 budget.

This appendix to the draft state budget also highlights the inflationary context and the structural measures affecting personnel expenditure, which reinforce the need to request an increase in the allocation of the Presidency.

Personnel expenses (73.9 million in 2023) represent 65% of the lyse’s budget. They are up by 2.8 million euros due to the 3.5% increase in the index point for civil servants or the new military remuneration policy in particular.

The Presidency of the Republic has an employment ceiling of 825 full-time equivalents, it is specified, mainly civil servants, civilians or soldiers (78%).
