Will the examination in the National Assembly of the Social Security financing bill (PLFSS) for 2023 go to the end? While article 49.3 – which allows a text to be adopted without a vote – was used by the Prime Minister, Elisabeth Borne, on Wednesday October 19, for the adoption of the budget, its use is flat, now, to pass that of the “Safety”, whose examination started, Thursday, October 20, in public meeting.

“While the debates in committee were of high quality, there is again fear of a blockage linked to the political postures of opposition groups in the Hemicycle”, warned, Wednesday, the spokesman of the government, Olivier Véran, at the end of the council of ministers. After a week spent scrapping with the opposition on the budget, the deputies of the presidential coalition fear to relive the same scenario when more than 3,100 amendments have been tabled for the PLFSS. A large part of the elected Macronists – who no longer have an absolute majority – plead for 49.3 to be triggered this weekend to avoid too many defeats in a Hemicycle where the oppositions will not hesitate to unite on subjects as sensitive as those enshrined in this bill. Thursday morning, on France 2, the president of the Assembly Yaël Braun-Pivet however asked the government to “allow time for the debate”.

The fifty-three articles of the text sweep a wide perimeter, ranging from health to autonomy through family policy. There is a “public” that these possibly adjourned debates put on alert on the eve of the examination: that of the doctors. In fact, many articles have an impact on the exercise of the trade and other health professions. A red thread assumed, at a time when medical deserts are erected as a priority and where 6 million French people do not have a doctor.
